Any errors are mine&#8230;.<\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: center\">Secretariat of the Pacific Community<\/p>\n<p style=\"text-align: center\">PACIFIC REGIONAL INFORMATION &amp; COMMUNICATION TECHNOLOGY (ICT) MINISTERS\u2019 MEETING<\/p>\n<p style=\"text-align: center\">18 June 2010<\/p>\n<p style=\"text-align: center\">Nuku\u2019alofa, Tonga<\/p>\n<p style=\"text-align: center\">ICT for development, governance and sustainable livelihoods<\/p>\n<p style=\"text-align: center\">Tonga Declaration<\/p>\n<p>We, the representatives of the Countries and Territories meeting in Nuku\u2019alofa,<\/p>\n<p>Tonga:<\/p>\n<p><strong>Noting<\/strong> the important role of ICT in meeting the Millennium Development Goals<br \/>\n(MDGs);<\/p>\n<p><strong>Recalling<\/strong> the Resolution 64\/187 of the UN General Assembly, of 21 December 2009 recognising the importance of partnerships with all relevant stakeholders in enhancing access to ICT and that ICT has the potential to provide new solutions to development challenges;<\/p>\n<p><strong>Recognising<\/strong> the unique challenges faced by Pacific Small Island Developing States<br \/>\nand Territories in ICT development;<\/p>\n<p><strong>Noting<\/strong> that the Pacnfic Plan as endorsed by the Forum Leaders&#8217; Meeting in Madang,<br \/>\nPapua New Guinea in October 2005 provides a framework for strengthening regional<br \/>\ncooperation and integration between Forum countries;<\/p>\n<p><strong>Recalling<\/strong> the Wellington Declaration of the 2006 Pacific Islands Forum<br \/>\nCommunications Ministers meeting set priorities and identified challenges to be<br \/>\naddressed in implementing the Digital Strategy;<\/p>\n<p><strong>Recalling<\/strong> the 2009 PacWc ICT Ministerial Forum Communiqu\u00e9 that was endorsed by<br \/>\nthe InternationalTelecommunication Union (ITU) Pacific member states;<\/p>\n<p><strong>Acknowledging<\/strong> the important role of development partners in progressing ICT<br \/>\ndevelopment in the Pacific region;<\/p>\n<p><strong>Noting<\/strong> that Forum Leaders requested in their Cairns Communiqu\u00e9 that the Digital<br \/>\nStrategy, an essential component of the Pacgfic Plan, be reviewed and revised;<\/p>\n<p><strong>Acknowledging<\/strong> the review of the Digital Strategy by the Pacific Islands Forum<br \/>\nSecretariat (PIFS);<\/p>\n<p><strong>Acknowledging<\/strong> the development of the Framework for Action on lCT for<br \/>\nDevelopment for the Pacific by the Secretariat of the Pacific Community (SPC) in<br \/>\npartnership with Council of Regional Organisations in the Pacific (CROP) agencies and<br \/>\ndevelopment partners;<\/p>\n<p><em><strong>Declare that we:<\/strong><\/em><\/p>\n<p>1. Are committed to using ICT as a key tool for the development, governance and sustainable livelihood of the people of our countries;<\/p>\n<p>2. Recognise that while ICTs have enormous potential for socio economic<br \/>\ndevelopment, they pose risks to our communities that need to be carefully<br \/>\nmanaged;<\/p>\n<p>3. Will work together to support the advancement of Pacific countries through<br \/>\nimproved deployment and use of ICTs in our societies; and<\/p>\n<p>4. Endorse the concept of \u2019many partners, one team&#8217; in progressing a more<br \/>\ncoordinated and coherent approach to ICT development.<\/p>\n<p>Accordingly, we:<\/p>\n<p>(i) Endorse the recommendations in the PacWc Regional ICT Officials\u2019<br \/>\nMeeting Report and Outcomes;<\/p>\n<p>(ii) Endorse the Framework for Action on ICT for Development for the<br \/>\nPacijic;<\/p>\n<p>(iii) Request SPC to work with USP, PICTs and development partners to<br \/>\ndevelop the three year rolling Strategic Action Plan that will be updated<br \/>\nannually, and to report back on targets set in the framework, and<br \/>\noutline upcoming ICT activities in the region;<\/p>\n<p>(iv) Request SPC to coordinate the implementation of the framework in<br \/>\ncollaboration with USP, and other CROP agencies and development<br \/>\npartners;<\/p>\n<p>(v) Agree that the Framework be reviewed before mid 2013; and<br \/>\n(vi) Agree to convene a Pacific ICT IVIinisters\u2019 meeting after the review to<br \/>\nconsider the findings and provide direction to the implementation of<br \/>\nthe Framework.<\/p>\n<p>18 June 2010<br \/>\nIN WITNESSED WHEREOF the undersigned have affixed their signatures to this Agreement<\/p>\n<p>DONE at Nuku\u2019alofa, Tonga, this 18&#8243;&#8216; day of June, the year two thousand and ten.<\/p>\n<p>[Signatures follow]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There&#8217;s been lots of discussion in the region recently of the recent ICT Ministers&#8217; meeting in Tonga.
