One For All, or Free For All?

While government plays an important leadership role in determining how much privacy is enough, it must at all costs not be allowed to define and designate appropriate online behaviour alone. More importantly, independent defences against the worst abuses must be built into the mechanisms of Internet management from the start. There aren’t many politicians in the world that would do this without significant – dare I say pointed – encouragement from their consitituents.

Vanuatu has an energetic and ambitious IT community, and we feel it’s time to start thinking in broad terms about how we’re going to cope with the radical changes presented by the entry of high technology into our collective existence.

One for all and all for one? Policy-making processes aspire to this, but where IT is concerned, it’s as often a free-for-all as one-for-all.

One of the biggest problems we face when we try to establish standards and policies around technology is that it extends into all sectors of society and the economy. This often results in very different views about – well, about pretty much everything.

Some people see ICT policy-making as a chance to pave the way for new business opportunities. Some see it as a chance to enhance the same moral, ethical and legal framework that currently defines their society; others see it as an opportunity for social transformation. Still others see it as merely a vehicle to define technical standards and protocols. Yet others see ICT as only one little egg in a much larger policy basket.

Getting everyone to agree on the process of establishing a national ICT policy, therefore, can be an exercise akin to herding cats and chickens all at once. Priorities are like noses: everyone’s got one, and every one of them is different.

Six Degrees

Vanuatu is a unique society in many respects, and one of those is the constant, open scrutiny that everyone is exposed to. We all know that our weekend exploits are going to be recounted around town (and if the Dobber gets wind of it, possibly publicised, too). It’s not at all unusual to meet someone whom you haven’t seen in weeks, and be asked why you were talking to so-and-so yesterday.

We also know that living in a small town involves a good deal of tolerance. Personal foibles and momentary lapses provide good fodder for gossip, but unless you’ve done something really astoundingly hurtful or dangerous, nobody’s likely to keep a tally of your mistakes – or hold them against you, even if they do.

FaceBook and its social networking counterparts, with their hundreds of millions of members, are essentially one really (really) big village. Not everyone is so friendly and forgiving.

Everything – and everyone – is related. We’ve always known that. Philosophical treatises on the unity of, well, everything have been around for about as long as humanity has been able to chew on a stalk of grass and contemplate the world.

The only real difference between our understanding of this inter-relatedness past and present is that we moderns have scientifically developed models to lean on. One of the most easily grasped is Six Degrees of Separation. Put simply, this concept states that the vast majority of people in the world are related to one another through no more than six other individuals. A fun way to demonstrate this concept is the Six Degrees of Kevin Bacon game, which shows that virtually every movie star working in Hollywood today has worked with someone who’s worked with someone (etc. etc.) who’s worked with Kevin Bacon.

Once you start to think about it, the only interesting part of this theory is the number – we’ve always known we were all connected, at least in some esoteric sense. But until recently we’d never been able to properly quantify that relationship.

Now that the numbers are well known, so-called social networking services such as FaceBook, MySpace and countless other sites that trade on the common tastes of ‘friends of friends’ have capitalised on that to provide services over the Internet.

The Bigman Syndrome

This month’s bye-election in Efate Rural indicates that, for now at least, society at large is perfectly content to conduct politics as usual. In spite of sporadic efforts to build a unified and genuinely representative political presence in North Efate, those few who managed to make their way to the polls voted overwhelmingly for the status quo.

The very same ‘gift-givers’ whose judicial chastisement brought about the bye-election in the first place were returned with hardly a raised eyebrow.

But before we acquiesce completely to the knowledge that – law or no law – our leadership’s financial habits will remain hidden from public scrutiny, we need to know what we’re buying.

Friday’s Daily Post featured a story that would be comical if it weren’t true. Vanuatu Ombudsman Peter Taurakoto released a report recommending the prosecution of 188 public figures for their failure to submit financial reports for the year 2007. Taurakoto also recommended that the Clerk of Parliament be prosecuted, apparently for not performing due diligence with regards to these reports.

According to the Leadership Code Act, ‘leaders’ include Members of Parliament and their political advisors, the Malvatumauri National Council of Chiefs, the VMF Commander, various officers of the provincial and national governments, as well as town clerks and the Ombudsman himself.

Given the astounding number of leaders listed in the Ombudsman’s report, one is led to ask if any leaders actually did submit a statement.

Sound and Vision

While the conflicts between congregations and churches in Vanuatu remain little more than a nuisance right now, I feel it’s important to keep it that way. My own parents left their homeland, economic exiles fleeing the effects of 400 years of religious conflict. Argue as much as you like over the rectitude of a given doctrine or belief, but remember: We all have responsibilities towards our neighbours. Conflict isn’t one of them.

On no less than three occasions in the last couple of months, we’ve seen complaints in the media over the activities of some Christian groups. In every case the problem was ostensibly noise. And in every case, we’re left with the distinct impression that, while volume might be a problem, people objected to the content, too.

Now, I would be amazed if there were more than a handful of individuals in the entire country who actively object to the basic lessons of the New Testament. Love thy neighbour and live peaceably with him; turn the other cheek when struck; forgive others for their actions – these values and others underlie virtually everything we as a society hold dear.

So why, then, do some begin to feel uncomfortable when others celebrate these lessons joyfully, loudly and at length?

Principles of Policy Making

We were all encouraged when someone from the Prime Minister’s Office spontaneously responded, suggesting that the best way to get things moving was to start moving ourselves.

One of the key points that came out of the discussion so far is that ni-Vanuatu feel that it’s time start taking issues of national policy in their own hands. That’s really heartening news. It’s always good to see a healthy amount of impatience when it comes to technical issues. Unless and until people are willing to invest something of themselves in the process, there’s little chance that the policy will take a meaningful or useful form.

In the interests of helping move the process along, I’m going to repeat a few lessons I’ve learned myself over the years….

Action and Reaction

The increasing – but certainly not intractable – tension that exists between the traditional and modern economies needs to be reconciled. Before that can happen, though, a great deal more research will be required.

The process of understanding will be a messy, decidedly un-scientific affair. While Vanuatu’s economic managers have made great strides in systematising their economic analysis, their tools and metrics just don’t translate usefully into the custom economy. While the movement of cash can ultimately be tracked as closely as time and resources allow, the same cannot reasonably be said about the often intangible inputs and outputs of the kastom economy.

It’s one thing to draw up a spreadsheet of VAT revenues per sector and use them to extrapolate domestic business activity. It’s another thing entirely to track the movement of mats and yams between families and to infer from them the potential for employment stability brought about by renewed alliances.

For every action, there is an equal and opposite reaction.

When Isaac Newton first formulated his third law of motion, he codified a long-observed phenomenon. Wits have suggested a fourth law: ‘No good deed goes unpunished.

At the Lowy Institute’s recent conference, The Pacific Islands and the World, attendees witnessed two contrasting views of Vanuatu. The gathering, timed to coincide with the Pacific Forum, was attended by dignitaries from major global institutions as well as government leaders from throughout the region. It was billed as an opportunity to discuss the impact of the global economic crisis on vulnerable Pacific Island nations.

By all accounts, though, Vanuatu has been less affected than the global economic giants. Mid-year numbers do indicate a slight slow-down, but in real terms, our economy’s still growing fairly well. In a recently published briefing paper by the Pacific Institute of Public Policy, Nikunj Soni and the Australian National University’s professor Stephen Howes point to tourism and construction as the leading drivers of this growth.

But they are quick to note that the environment is as critical to this success as the actual business opportunities. One noteworthy chart clearly shows the rise in economic activity starting in 2003, about the same time as major budgetary and macro-economic reforms began to take hold in Vanuatu.

The briefing paper goes on to highlight the fact that none of this growth would have been possible without social stability. That may seem like so much common sense to some. Civil disturbance and political turmoil are seldom on a tourist’s must-see list. Likewise with home buyers.

But what brings this stability about?

Begging the Question

At the recently completed Pacific Islands Forum in Cairns, leaders stood solemnly together and released a communiqué touting their commitment “to eradicating [sexual and gender based violence] and to ensure that all individuals have equal protection and access to justice.”

There’s an entire section in the communiqué devoted to what they coyly call SGBV. It dwells on the importance of international coordination, on continuing to maintain regional efforts to raise awareness… and of course remaining sensitive at all times to local culture and ‘differing contexts’ within the various nations.

Here’s a context I wish would differ: I wish that the young woman who greeted me at one of Vila’s marquee stores didn’t have a bruise on her jaw that had ‘left hook’ written all over it. She was at least seven months pregnant. I wish that another young acquaintance who had just given birth only days before didn’t continue to suffer through daily beatings. I wish the waitress who serves my coffee didn’t keep showing up with a black eye every month or so.

I wish the scars, the bruises, the broken teeth and bones weren’t so much part of our ‘differing context’ that we just tut-tut solemnly when we see them and carry on with our day.

I’m a bit of a curmudgeon when it comes to language. It’s partly because I value clear expression, partly because it’s just my nature. One of my pet peeves is the habit shown by some to co-opt certain words and phrases in order to make themselves sound smart or virtuous.

One of the most common sins is the misuse of the phrase ‘begging the question’. Begging the question is what’s known as a logical fallacy – it’s something that sounds reasonable, but uses false logic to achieve its argument. Where begging the question is concerned, the logical flaw is in the assumption behind the question. The stock example of this tactic is of a courtroom lawyer who asks the defendant, “When did you stop beating your wife?

Now, you can see the problem here. There’s an unspoken assumption behind the question, one that we in Vanuatu know to be false: Quite obviously the defendant has never actually stopped beating his wife. The illogic is made even clearer by the laughable assumption that an abusive husband might somehow end up in court.

A Second Flowering

Lilly Lui wants women’s rights to bloom again as they did in the heady days following Independence. The sole female candidate in the upcoming Efate North bye-election, she has been entrusted by women throughout rural Efate to voice their concerns on the national stage.

Awareness of the rights of women in Vanuatu flowered briefly post-Independence thanks to the labours of eminent advocates such as Grace Molisa and Hilda Lini. They laboured continually to ensure that the neglected majority – Vanuatu’s women and children – were heard in the national dialogue.

Thanks to their generation, we have provincial and national Councils of Women, shelters in Vila and Santo and countless projects and services focused on improving conditions for women. To cap it all, over a decade of effort has finally given the Family Protection Act the force of law.

And yet, in spite of all this, women still face countless obstacles making themselves heard in daily life of the nation.

Since the arrival of the Internet, there’s been unceasing talk about the imminent demise of traditional publishing models (especially newspapers), the subversive effect of ‘free’ online content and the purported damage done by Peer to Peer ‘pirates’ sharing music, movies and other creative works. At the centre of all this debate over the imbalance that new technology has created between creator and consumer is the oft-ignored conclusion that copyright as a regime for encouraging creativity in modern society is simply unworkable on the Internet.

Pundits, lawyers and media distributors the world over continue fighting the tide, thinking they can shape the Internet to match their expectations concerning copyright. Instead, they should be shaping their expectations to match the Internet.

Fibre Optics

[This week’s Communications column for the Vanuatu Independent.]

Last weekend’s announcement by Minister Rialuth Serge Vohor of an agreement to participate in the SPIN fibre-optic project had been met with cautious optimism from observers. While nobody doubts the desirability of having an undersea cable linking Vanuatu to the rest of the world, some questions remain.
