Masters of our own Domain

The role of a ccTLD administrator is not to arbitrate public morals. While simple rules can be set concerning appropriate use of the domain, they need to be kept to a minimum. The approach we need to take is a minimalist one. There are some terms, for example, that do little or nothing to enhance the public dialogue. Swear words, for example.

But that does not mean that a domain administrator should have any direct role in defining what topics can or should be discussed in the public sphere.

A ccTLD administrator is neither pastor, policeman nor politician. It does not exist to make rules about public morality, nor should it be given powers beyond the minimal set necessary to ensure the smooth operation of its part of the Internet Domain Name Service (DNS).

Vanuatu has laws, and everyone has to respect them. A national domain administrator has a responsibility to uphold those laws, and to the extent that it’s reasonable to do so, it should ensure that those laws are upheld by its stakeholders and clients.

A domain administrator’s role is primarily technical. Most of what they do is make the registration of domains by multiple parties practical, simple and conducive to the conduct of a public exchange of information, for whatever purpose.

Over the last few weeks, I’ve been working on contract to assist the Interim Telecommunications Regulator in conducting a consultation seeking public input on how best to manage Vanuatu’s .vu domain in a pluralistic, healthy commercial ISP market.

A fair amount of technical information necessarily goes into such discussions, and you can read more about that on the Regulator’s website.

The issue of managing Vanuatu’s national domain affects us all. It’s not sufficient for a bunch of geeks to get together and decide everything; we need to make sure everyone in Vanuatu has a clear idea what’s happening.

To that end, I’ve dug through a number of older columns on the subject of what a domain is, how it should work, and what it all means to Internet users in Vanuatu.

Digicel Mobile Internet Service – Take Two

This week, Digicel Vanuatu officially unveiled their new GPRS mobile Internet service. Their first event was held on Thursday last week at the Port Vila market house. Digicel staff demonstrated their service to passers-by and helped those with compatible phones to activate the service.

This hand is more accustomed to holding a bush knife than an Internet-connected mobile phone. This week, Digicel Vanuatu officially unveiled their new GPRS mobile Internet service. Their first event was held on Thursday last week at the Port Vila market house. Digicel staff demonstrated their service to passers-by and helped those with compatible phones to activate the service.

The process is simple enough. Just call Digicel’s Customer Care centre at 123, then tell the service representative the brand and model of your mobile phone. (Salesperson Maureen George offered some sage advice on this count – if you’re not sure what model you’ve got, just tell the service rep what brand it is and how much you paid. The service rep will know which model you mean.)

If your phone supports GPRS, Digicel will enable your account for the Internet service free of charge. You will then be sent a message containing the proper setting for your phone. Just enter the PIN number (1234) and accept the updated configuration.

If your Digicel mobile isn’t on the list of phones for which Digicel provides automatic configuration, don’t despair. You can still use the service, but you’ll have to enter the configuration values yourself. It’s not too difficult, but if you’re feeling uncertain, you might want to find a helpful geek to lend a hand.

Remember, though: Whether your phone is supported or not, you still need to call Digicel Customer Care at 123 to get your account activated.

Digicel Rolls out Mobile Internet Service

[This week’s Communications column for the Vanuatu Independent.]

Update for online readers: Digicel Vanuatu’s Manager for Commercial Operations did finally contact me, too late, alas, for the publication deadline, which had been pushed  forward this week to accommodate the Good Friday holiday. We had a thorough discussion, and he cleared up a few things that were left as question marks in the original column. I’ve updated the text below, and have tried to show what’s changed between the original version and this one. – DM

About 1:30 p.m. on Wednesday this week, an email hit the VIGNET mailing list, announcing that Digicel had rolled out its long-awaited mobile Internet service. Using radio waves to send data over the Internet, Digicel’s GPRS service significantly increases the value and flexibility of their services.

Charging rates cheaper than many in the US and Australia, Digicel have raised the bar in terms of customer expectations once again. Now, Digicel subscribers can send multimedia messages to one another or browse the web from their laptop or mobile phone. You can now take a photo with your camera and send it to a friend, send them a ring tone they like, read your email from your phone, or check out an important web page.

Sending photos from your phone may sound frivolous, but think about it for a second: Hubby is sent to pick up some baby products at the supermarket. Faced with a dizzying array of choices, he take a photo of one, sends it to his wife with the question, ‘Are these what you meant?’ Domestic harmony is well worth the expense.

A caveat before I go on: I’m composing this column less than 24 hours after the initial public roll-out, and Digicel management have yet to reply replied too late to my requests for information, so whatever information you find here is of necessity incomplete and possibly mistaken. Some of the information in the print version of this column is incomplete.

Two If By Sea…

Vanuatu has done well by satellite in the past, and the new VSAT technologies available today are great, but we should not limit our options. Direct investment in a fibre-optic link may not be an option for the government, but it’s reached the point where private sector and institutional funding can take up the slack. Costs will be lower, megabit for megabit, than any other alternative.

This week, I’m going to channel the spirit Paul Revere and try to determine where the next invasion is coming from.

The invasion, of course, is the Internet, and the question is: Will we use satellite-based services to meet our needs, or an international fibre-optic cable link, or both?

First, I need to make something clear. Last week’s column looked at the fundamental issues behind financing a fibre-optic cable link to the outside world. It appears to have come across as pessimistic to some because it laid out some considerable challenges and risks.

My contention was never that fibre is a bad option. On the contrary. There are risks inherent to all projects on such a scale and I wanted to make them clear. But my point was only that the traditional role of government as underwriter or guarantor of major infrastructure projects is beyond Vanuatu’s capabilities. There’s nothing stopping us from finding other backers, though.

Last week at an ITU-sponsored conference for Pacific ministers, the World Bank presented a report on the feasibility of fibre-optic cable links throughout the region. The picture it paints is of a timely and fundamentally important opportunity for island nations, and for Vanuatu in particular.

Boom or Bust?

The economic benefits of a fiber-optic connection to the outside world cannot be overstated. But it’s got to be seen as a labour of love. The benefits to be derived from the operation of the cable itself might never be great. If it’s not managed properly, the cost of failure could be high indeed. That said, the knock-on benefits to the community are numerous.

Call center services for European customers, online education, interactive tourism resources (video feed from the Nangol, anyone?), live video lectures from universities overseas, online consultations by medical specialists, offshore financial transaction processing… the list goes on and on. All of this becomes possible if we improve our basic infrastructure.

We need fiber, and we need it soon.

No, I’m not talking about changing the nation’s diet. I’m talking about fiber-optic cable. Made of very long strands of glass fiber, this kind of cable has the unique ability to allow light to turn corners. This means that we can shoot tiny laser pulses into one end of it and have them emerge intact from the other end, even if it’s thousands of kilometers away.

The result? Fast, very high-capacity communications become possible. In laboratory experiments, researchers have achieved rates of up to 14 trillion bits of data per second. Current commercial implementations don’t go nearly that fast, but even a single thread of fiber a few millimeters wide can carry billions of bits every second. Just a few strands would be enough to increase Vanuatu’s total available bandwidth to a large multiple of its current capacity.

So what’s the catch? Why haven’t we invested in a fiber connection yet? Fiji has it, and so does New Caledonia. Why not Vanuatu?

The Numbers Game

A single tidbit of information is nice to have, and useful, too. But when we can plot numerous points on a graph, we can begin discussing trends. And trend analysis is critical when we’re trying to understand long-running processes like the spread of communications throughout the islands.

It’s clear that Vanuatu is undergoing a historic change where communications are concerned. Our next steps will depend largely on how we understand the effects of our actions. Everyone in Vanuatu is best served by an environment of equal and open access to information.

At a public meeting recently held in Port Vila, Digicel Pacific General Counsel David Dillon estimated that Digicel and TVL combined have about 100,000 active mobile subscriptions in Vanuatu. If that number is correct – and I believe it is – it means that the number of subscriptions has increased by a stunning 400% in less than a year.

100,000. Let’s think about that for a second.

In the big cities of the world, selling 80,000 new subscriptions is a modest achievement. But here in Vanuatu, simply finding that many is a herculean feat. Extrapolating from the 2001 census numbers, we can estimate that there are roughly 55,000 people living in Port Vila and Santo today. Pick any reasonable percentage of people actually using mobile phone services, and it quickly becomes evident that reaching the reported subscription level requires pretty significant penetration into places that had never had mobile services before.

Digicel, TVL and the government of Vanuatu have achieved a truly remarkable thing. This is nothing short of a communications revolution.

Nobody doubts that the effect of opening the telecoms market is a fundamental transformation in the way Vanuatu society interacts. But it’s difficult to characterise the exact nature and scope of the impact.

It would be nice to quote statistical chapter and verse, but we don’t have enough publicly available information to do so.

Regulating Telecommunications

The proposed new Telecommunications Bill is not a perfect document. But Vanuatu is not a perfect place. Considering the limited resources it can bring to bear, the great gains it’s made in improving communications nationwide are truly commendable.

Last Thursday, members of the IT industry, researchers and interested members of the public got together with Ministry of Infrastructure and Public Utilities to discuss proposed new laws governing Vanuatu’s burgeoning telecommunications sector.

At issue was a Bill to define the precise role of the Telecommunications Regulator. Designed to supplement the existing Telecommunications Act of 1989, it outlines in detail the extent of the Regulator’s mandate to influence the newly-liberalised telecoms market.

The draft Bill describes an environment wherein the Regulator has wide latitude to impose his will on telecoms operators if they misbehave. Among other things, he can enforce fair and equitable access to rare or unique infrastructure (known as bottleneck resources), he can intervene if telecoms operators are deemed to be offering preferential or prejudicial prices to others and if necessary he can enforce tariff or pricing regimes on carriers if they don’t play fair.

Viewed in the light of their exemplary track record, the draft Bill reflects well on both the Ministry and the Regulator. To date, their attitude has been to let market forces work with little if any intervention. They have nonetheless made sure that the regulatory stick they hold in reserve holds real clout. The proposed Bill gives this all the force of law. Rather than relying in the language of various negotiated agreements, they’ve outlined a set of rules that applies to anyone and everyone operating in the telecoms sector.

The (Mobile) Ties That Bind

The Pacific Institute of Public Policy (PiPP) will soon be releasing a report measuring the social impacts of telecoms liberalisation in Vanuatu. One of the main findings is that, in the months following the extension of mobile telephone service to the majority of Vanuatu’s population, families benefited more than businesses in terms of changed perceptions and real outputs.

It won’t come as news to anybody if I say that family is strong in Vanuatu. We’ve known it all along. But with the upcoming release of a new report on telecommunications liberalisation, we will see its influence illustrated in vivid terms.

The Pacific Institute of Public Policy (PiPP) will soon be releasing a report measuring the social impacts of telecoms liberalisation in Vanuatu. One of the main findings is that, in the months following the extension of mobile telephone service to the majority of Vanuatu’s population, families benefited more than businesses in terms of changed perceptions and real outputs.

We’ve suspected this for a while. In June of this year, I presented a talk to regional telecommunications providers. Titled ‘Network Effects: Social Significance of Mobile Communications in Vanuatu‘, it explains Network Effects and how they manifest themselves in village life, then looks at some obvious and not-so-obvious implications for network providers in the Pacific.

Briefly, my point is that village life features very tight communication loops from which no one is exempt. The one-to-one aspects of village communications are enhanced by mobile communications, and smart network operators should do what they can to enhance this effect. The result is that our island geography (and gestalt) creates more value per user than traditional business analysis might lead us to believe.

Town and Country

Received wisdom, even from the leading lights of development theory, often does more damage than good if it’s not leavened with a solid grounding in local conditions. And that’s why I’ve been waiting with bated breath for an upcoming report by the Pacific Institute of Public Policy (PiPP) on the social effects of mobile telephony in Vanuatu.

It’s axiomatic that in our so-called Information Society, improving communications is synonymous with improving people’s quality of life. Easier access to information is generally accepted as a good thing.

Far be it from me to gainsay the truisms that keep me in pocket money. But I do enjoy being wrong.

One of the most important lessons I’ve learned in my time here in Vanuatu is that trends and patterns are not so universal as they sometimes seem. Things that are self-evident elsewhere in the world should not be taken for granted here. Society, geography, economy and a few dozen other differentiating factors make Vanuatu unique in important ways.
